Brittney Burgos Colarullo is an accomplished human resources and workforce development leader specializing in building sustainable talent pipelines across public education systems. She serves as the Manager of Human Resources and Talent Acquisition for a network of brick-and-mortar public charter schools at American Paradigm Schools in Philadelphia, where she leads HR operations, educator certification, and long-term workforce strategy.
Brittney played a central role in the design and implementation of APS’s Registered Teacher Apprenticeship Program, supporting the development of one of Pennsylvania’s first PK–4 teacher certification apprenticeship pathways. In November 2025, APS received approval from the Pennsylvania Department of Labor & Industry to launch its PK–4 Registered Apprenticeship Program, with a PK–12 Special Education pathway drafted and an undergraduate pathway currently in development. Her work focuses on removing financial and structural barriers to the profession, increasing educator diversity, and strengthening long-term retention by aligning school-based training with higher education and state credentialing systems.
She actively contributes to regional and citywide educator workforce initiatives, including the Philadelphia Citywide Talent Coalition and TeachPHL advisory groups, collaborating with higher education partners, school systems, and workforce agencies to advance innovative teacher pipeline strategies. Brittney holds a Bachelor’s degree in Business Administration with a concentration in Human Resources, an MBA in Human Resource Management, and a Professional Human Capital Leader in Education (pHCLE) credential through AASPA.
