JOB SUMMARY:   This leadership position oversees the development, implementation, management, and administration of the Division compensation and benefit programs. The goal is to attract, retain, and motivate a talented workforce by providing comprehensive compensation and benefits packages. This position is accountable for the fiscal and human resources functions in all compensation and benefits programs, and ensures compliance with all relevant federal, state, and local laws. This role involves strategic planning and policy development. The Benefits and Compensation Director collaborates with HR leadership, finance, and other stakeholders to ensure regionally competitive pay and benefits.

Essential Responsibilities - specific to this job
•    Lead, build, and retain a highly engaged, committed high performing team establishing clear and reasonable goals.
•    Lead and support the departmental continuous improvement plans in alignment with the strategic plan.
•    Oversee all PWCS benefit programs for all employees and retirees ensuring compliance with federal, state, and local laws and mandates, Internal Revenue Code, School Board policies, regulations, and administrative directives..
•    Serves as the group administrator of the PWCS Group Health Insurance Program
•    Prepares, maintains, and monitors the Health Insurance Fund budget, revenue and expenditures, and projections
•    Based on projections, recommend contribution levels for the School Board, employees, and retirees of the self-insured group health insurance program
•    Manage and monitor the departmental budget.
•    Manage benefit program procurements, evaluation, vendor recommendation and selection, and contracts terms and conditions associated with the benefits programs and consulting services
•    Serve as plan administrator with fiduciary responsibilities of the PWCS 403(b) Supplemental Retirement Plan and the 457(b) Governmental Plan
•    Prepare report and correspondence, and presents recommendations to the Superintendent of School’s staff and School Board related to benefit and compensation programs
•    Administer the PWCS Flexible Benefit Program including establishing the tax-deferred salary reduction contributions and processing plan contributions and reimbursements in accordance with the Internal Revenue Code
•    Administer the PWCS Tuition Reimbursement program including approval and reimbursement of the cost of educational courses to certified personnel and the monitoring of the tuition reimbursement budget
•    Serve as an advisor to the Division collective bargaining team, preparing proposal recommendations and cost estimates related to benefits and compensation.
•    Prepare and submit to the Internal Revenue Service appropriate benefit program tax filings as required by law
•    Oversee the Division’s wage and salary programs insuring regionally competitive pay and compliance with state and federal law and Division policies and regulations.
•    Oversee the job classification system, ensuring accurate and up to date job descriptions that are compliant with state and federal law.
•    Oversee process related to reclassification requests.
•    Develop annual compensation proposal for classified, certified, and administrative staff, inclusive of the development of all salary scales.
•    Ensures PWCS meets employer obligations and compliance with the Americans with Disability Act.
•    Collaborates with HR and reports on employee turnover, salary inequity, and various other reports involving compensation and/or classification
•    Responsible for the supervision of managing, developing, coordinating, and facilitating training programs of the multiple Human Resource software systems
•    Manages the authorization process and monitors users of specific HRIS systems
•    Makes recommendations to the Division’s Human Resource business applications when any change or new process is implemented.

Grade 20: $117,723 - $225,569 per year (competitive benefits) This salary range will be adjusted to the approved FY25 Salary Scale.
