Job Description:
Directs all strategic sourcing processes and procedures for the DCSD Business Office to include: Developing annual and multi-year work plans and strategies, Ensuring the best value, Establishing management practice and process in compliance with state law and district board policy, Developing high levels of contract management, Develops staff through leadership, oversight, ethical practice, fiscal responsibility, and continuous improvement.

Responsibilities:

--- Earn and sustain the public’s trust through honest, truthful, and responsible conduct, transactions, partnerships, and relationships.

--- Intentionally collaborate with colleagues, district leadership, and other stakeholders to continue to drive effectiveness.

--- Perform other related duties as assigned or requested.

--- Demonstrate in-depth knowledge of and compliance with purchasing laws and regulations.

--- Build and implement systems necessary to hire, motivate, develop, position and retain the best people to meet organization and Departmental goals.

--- Administer and lead all procurement processes to include purchasing card administration, purchase order oversight, accurate accounting, conduction of bid and RFP solicitations, as well as oversight and control of the District’s surplus good disposal process.

--- Build and implement a training and professional development plan that promotes learning, skill development and advancement for all budget holders and procurement staff.

--- Negotiate and structure contract terms and conditions to ensure best outcome for the District and ensure the appropriate contract maintenance processes and procedures.

--- Establish and maintain an effective and efficient intra-district purchasing process network ensuring the dissemination of procurement requirements and guidelines.

--- Provide advice and expertise to employees and other stakeholders related to complex procurement issues and ensures accountability, impartiality, and transparency in all procurement activities.

--- Ensure fair and equitable treatment of all vendors.

Certifications: Professional Purchasing Management Certification - UPPCC

Education: Bachelor's Degree: Business Administration (Required)
