QUALIFICATIONS:
1. Bachelor degree (Master degree preferred) in human resources, personnel management, public administration, business administration, organizational management or related field.
2. Certified as a Senior Professional in Human Resources (SPHR) as designated by the Society of Human Resource Management (SHRM) preferred.
3. Ten (10) or more years of increasingly responsible experience in human resources, with a minimum of six (6) years experience in a leadership/management position.
4. Knowledge of the operations of a public school system with emphasis on leading-edge personnel practices (desired).
5. Strong organizational skills as well as excellent oral and written communication skills.
6. Strong collaborative problem-solving skills including the ability to partner with key stakeholders to build consensus and develop innovative solutions that foster resolution.
7. Knowledge of HRIS systems and the use of technology to streamline and deliver services.
8. Ability to interact comfortably with a wide range of constituents.
9. Knowledge of current computing technologies and software applications appropriate to the position’s job responsibilities.


PERFORMANCE RESPONSIBILITIES:Essential Functions:
1. Manages and directs program activities related to overall Human Resources functions with an emphasis on talent recruitment and retention, professional development and cultural change initiatives.   
2. Develops and implements a comprehensive workforce strategy that is aligned with the District’s strategic goals.
3. Develops recommendations for compliance with federal and state laws, regulations and School Board policies relating to personnel.
4. Fosters collaboration with major constituencies including senior management staff, academic and non-academic staff, business/community partners and the general public.
5. Implements quality practices including benchmarking and measurement systems.
6. Collaborates with technical partners to ensure the successful implementation and maintenance of human resource management systems.
7. Initiates and/or provides leadership in various Human Resources disciplines including compensation, performance management, benefits and work-life effectiveness.
8. Directs special projects and activities as assigned.


Performance Effectiveness Criteria:
In addition to the employee being responsible for each of the performance responsibilities listed herein, annual progress will be assessed with respect to support and achievement of the District Strategic Plan and associated applicable scorecards.

Functions:
• Manages and directs program activities related to overall Human Resources functions with an emphasis on customer service throughout all HR functions including talent recruitment and retention, compensation, employee information services, professional development and professional standards.   • Develops and executes a comprehensive human resource strategy in support of the District’s strategic goals.• Serves on the Superintendent’s Senior Leadership Team.• Ensures compliance with federal and state laws, regulations and School Board policies relating to personnel.  • Implements industry best practices to gain efficiencies and improve customer service throughout the division.• Fosters collaboration with major constituencies including senior management staff, academic and non-academic staff, business/community partners and the general public.• Collaborates with technical partners to ensure the successful implementation and maintenance of human resource management systems.• Directs special projects and activities as assigned.

The right candidate must satisfy eligibility requirements, including background check as mandated by Florida State laws; Bachelor degree (Master degree preferred) in human resources, personnel management, public administration, business administration, organizational management or related field.  Certified as a Senior Professional in Human Resources (SPHR) as designated by the Society of Human Resource Management (SHRM) preferred.  Ten (10) or more years of increasingly responsible experience in human resources, with a minimum of six (6) years experience in a leadership/management position.

Salary: $175,000 - $209,975
