Job Description:

Under the direction of the Chief Operating Officer, the Chief of Human Resources and Development (OHRD) will lead the offices of Department of Human Capital Management, Department of Compliance and Investigations, Leadership Development, Employee Assistance, and the Department of Professional Growth Systems. The Chief of OHRD establishes and executes a clearly articulated human capital management vision and strategic plan aligned to system goals and priority work; implements innovative strategies to attract, recruit, develop, recognize and retain a highly qualified, diverse and culturally proficient workforce; provides oversight to programs for onboarding new employees, mentoring and developing the capacity of staff through professional development, leadership development and standards-based professional growth systems; supports teaching and learning through strategic staffing of highly-effective staff; secures and utilizes efficient processes to collect, analyze, and report data-driven decisions; supervises and collaborates with association leaders in relation to human resources matters aligned but not limited to labor management and implementation of the professional growth systems and employee performance and evaluation; oversees district employee policy and labor relations activities; establishes partnerships with institutions of higher learning to promote professional learning and educational opportunities for staff resulting in professional growth and development and employment and promotional opportunities; assesses, prioritizes, and advocates for resources to advance the office and system priorities; manages and monitors grant-funded programs; collaborates and communicates with internal and external partners to share and solicit information; communicates, collaborates and coordinates with executive staff to support the goals and priorities of the district; partners with all Montgomery County Public Schools (MCPS) offices and the employee associations to ensure implementation of a positive work environment in a continuously improving and self-renewing organization; ensures all actions and communication are grounded in beliefs that reflect the core values of learning, relationship, respect, excellence, and equity. Collaborates with other offices in the design and implementation of post-pandemic schooling; serves as a member of the executive leadership team.


KNOWLEDGE, SKILLS, and ABILITIES: Demonstrates student-focused leadership that reflects the core values of learning, relationships, respect, excellence, and equity; promotes visionary leadership through strategic planning; proactive problem-solving, and results driven actions. Exemplifies authentic collaboration and relationship building with internal and external stakeholders and demonstrates a commitment to equity and excellence for all students, contributing to MCPS being an antiracist school system. Extensive understanding of the All In: Equity and Achievement Framework, the strategic plan of the school system, in order to coordinate the work of OHRD with all other offices in the district. Thorough knowledge of human resources management, including state and federal laws, rules, policies, and procedures concerning emergent employees and the employment of personnel and their rights and privileges as an employee. Experience designing human capital systems and strategies in a large, complex organization. Knowledge of developing key human resources processes for the purpose of increasing operational efficiencies and assuring high level customer service. Knowledge of trends in the delivery of training including use of technology and best practices to meet the diverse adult learning needs of staff and ensure it aligns with the strategic direction of the school system. Thorough knowledge of the budget process. Excellent organizational ability, technology skills, oral and written communications, and human relations skills.

EDUCATION, TRAINING, and EXPERIENCE: Masters degree from an accredited college or university in education or personnel administration, related behavioral sciences or other related field. Five years of experience as a human resources administrator and three years of experience in the supervision of a significant number of employees. Experience implementing with fidelity a standards-based professional growth system; experience utilizing strategic models for developing and monitoring key performance processes and measures. Experience with employee and labor relations in a large school district. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.
