Primary Purpose: The Chief Academic Officer reports to the Superintendent and provides executive leadership, vision and strategic direction for the academic programs and staff of the District including District-wide planning, development, assessment, and improvement of instruction and educational programs; develops near-term and long-term instructional vision and focused plans for improving student achievement, while narrowing the disparities between the highest and lowest performing students; develops and reinforces strategic leadership programs that deliver highly qualified and effective site-based administrators and academic teaching and learning programs; supervises the academic management of the schools; ensures a culture of high expectation which provides every student with equitable access to high quality and culturally relevant instruction; supports and implements the District’s Equity Policy.
Education/Certification/License: Master’s degree or higher from an accredited college or university in an education discipline Doctorate preferred Oregon Administrative License or qualifications to receive one required Oregon Fingerprint and Criminal Check clearance. Special

- Knowledge of research-based instructional strategies and models for improving instructional practices for all students
- Knowledge of collection of and data use methods
- Knowledge of current literature, best practices, innovations and research across multiple disciplines and subject areas

- Knowledge of district organization, operations, policies and objectives
- Knowledge of existing and emerging technologies, including education, business and internet software applications.

Experience: A minimum of ten (10) years as a school system leader with progressive education administrative experience including school (preferably at two levels) and senior district level leadership experience; demonstrated results in improving organization capacity and the knowledge base and performance or professional leaders including demonstrated success designing, organizing and leading a systematic change process in a complex, diverse organization; demonstrated results in improving the academic performance of students and closing the achievement gap between racial, ethnic, and economic groups is required. Experience working in a richly diverse school community and environment and bilingual or multilingual skills are highly desirable.
Major Responsibilities and Duties:
- Provides leadership and expertise to assess, identify, formulate and implement the District’s educational goals and objectives; reviews and realigns organizational structures as they relate to providing educational services to the student population; develops efficient models which combine best practices with administrative goals; develops near-term and long term strategies and goals to support the educational mission of the district; effectively supports diverse student, teacher and community stakeholder populations.
- Oversees the development of and develops curriculum and academic programs’ student achievement targets and staff performance metrics; holds district leaders, schools and administrators accountable for achieving desired results; provides focus and direction in developing and strengthening curriculum and instructional practices for site leaders and professional educators.
- Identifies and implements effective curriculum, instruction and assessment practices that lead to improved achievement for all students and closes the achievement gap between racial, ethnic and economic groups.
- Serves as liaison and collaborates closely with the academic and school performance programs and the Superintendent of Schools, members of the school board, community partners and other district stakeholders.
- Builds leadership teams which reflect diverse perspectives; promote a positive, safe and caring climate for learning; deal sensitively and fairly with persons from diverse cultural backgrounds; communicates effectively with students, staff and parents.
- Leads the oversight and development of school improvement strategies, programs and plans; reviews and tracks progress on school performance and student achievement objectives and academic excellence indicators to assure effective deployment of improvement strategies; direct implementation of revised or new strategies as required. Provides key leadership in the development of the District’s strategic plan.
- Determines and implements the District’s academic priorities; assures that curricula are aligned to state and national standards; reviews assessment tools and analyzes performance for effectiveness in improving student achievement. Develops and articulates a clear instructional framework, Pre-K-12, that incorporates Multi-Tiered Systems of Support.
- Leads the district to develop measurable goals for student growth; aligns with Reynolds School Board goals and initiatives and/or Reynolds School District’s equity goals; reviews baseline and progression data to identify and implement strategies for improvement; confers with school site and district leaders to identify implementation activities and regularly reviews progress; ensures instructional strategies and systems which monitor student progress; regularly assesses and refines strategies which eliminate the effects of institutional racism.
- Partners with District leaders, staff and stakeholders to recruit and train highly effective incoming school leaders and administrators; develops strategies and plans to capitalize on leader’s strengths, as well as plans for individuals’ growth and development.
- Develops, recommends, approves and implements assigned budgets; manages budget allocations to ensure equitable use of resources amongst assigned staff and schools.
- Ensures leadership team actively engages and advocates underrepresented families of color, including those whose first language may not be English, as essential partners in their student’s education, school planning and decision-making. Applies a deliberate equity lens to ensure an emphasis on more effectively addressing needs of underserved students.
- Supervises the performance of assigned personnel; interviews and selects employees and recommends transfers, reassignments, terminations and disciplinary actions.
- Develops and provides professional development to strengthen teachers’ and principals’ knowledge and skills at all levels that demonstrates and models effective adult learning.
- Leads, participates in and represents the District at meetings, workshops, conferences and professional activities to remain current on relevant, research-based best practices for school improvement.
- Learns and uses District IT systems to perform routine tasks, such as performance management assessments; accessing financial reports and managing staffing allocations and budget information.
- Develops and implements the Academic District Improvement Plan and supports school and district leaders to design and implement school improvement plans.
- Oversight of district wide Career Technical Education programming to include expansion of high wage, high demand programming in partnership with industry leaders.
- Oversees district athletic programming in coordination with building leadership.
- Uses data effectively to make decisions.
- Develops partnerships with educational and community organizations to support, complement and enhance district progress.
- Serves as a member of the superintendent's cabinet for the purpose of keeping an open flow of information that helps to facilitate a smooth operation of district practices.
- Attends Board of Education meetings for the purpose of sharing information as appropriate
- Assists other personnel as may be required for the purpose of supporting them in the completion of their work activities.
- Performs such other tasks and assumes such other responsibilities as may be assigned by the superintendent for the purpose of facilitating a smooth operation of district practices.
Supervisory Responsibilities: Direct oversight of the following areas: Curriculum, Instruction, Assessment, Career Technical Education, Instructional Technology, Early Childhood Education, Summer School, On-Line Programs, District Athletics, Instructional Professional Development, Instructional Intervention Systems of Support, State and Federal Grants Supervise, evaluate, and recommend hiring and firing of academic department employees.
